OBJECTIVE AND SCOPE

HFA is a Programme launched by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA), in Mission mode which envisions provision of Housing for All by 2022 when the Nation completes 75 years of its Independence. The Mission seeks to address the housing requirement of urban poor including slum dwellers through following programme verticals:

1. Slum rehabilitation of Slum Dwellers with participation of private developers using land as a resource (for EWS Cat.)
2. Promotion of Housing for weaker section through credit linked subsidy (for EWS/LIG/MIG Cat.)
3. Affordable Housing in Partnership with Public & Private sectors (for EWS Cat.)
4. Subsidy for beneficiary-led individual house construction (for EWS Cat.)

Mission Period:-25 Jun 2015 – 31 March 2022

Category of Beneficiary:-

• Beneficiary defined as a family comprising husband, wife and unmarried children. Further Beneficiary should not have any pucca house anywhere in India.

Progress Status in Uttarakhand till 06/09/2017:-

1. MoA signed with HUPA, GoI.
2. Demand assessment of  DUs in 84 Urban Local Bodies till date -                                         
3. All 92 towns covered in the mission.
4. Establishment of SLNA and Mission Directorate for the implementation of HFA.
5. Constitution of State Level Appraisal Committee (SLAC) under the chairmanship of Director, Urban Development for the technical appraisal of DPRs.
6. Constitution of State Level Sanctioning & Monitoring Committee (SLSMC) under the chairmanship Chief Secretary for the approval of DPRs and monitoring of PMAY.
7. State Share increased from Rs. 15000 to 50000 under Beneficiary led Const.
8. Demand assessment of  DUs in 84 Urban Local Bodies till date
