Government proposes to introduce a Rajiv Awas Yojana for the slum dwellers and the urban poor on the lines of the Indira Awas Yojana for the rural poor. The schemes for affordable housing through partnership and the scheme for interest subsidy for urban housing would be dovetailed into the Rajiv Awas Yojana which would extend support under JNNURM to States that are willing to assign property rights to people living in slum areas. My Government's effort would be to create a slum free India in five years through the Rajiv Awas Yojana.

Objectives

Rajiv Awas Yojana envisages a ‘Slum-Free India’ with inclusive and equitable cities with every citizen having access to basic social and civic services

The Scheme focusing on:

,   Bringing the slums within the formal system and providing same amenities as the rest of the city

,    Redressing the failures of the formal system that lie behind the creation of slums

,   Tackling the shortages of urban land and housing

RAY based on learnings from JnNURM :

,    The strategy for implementation for RAY is based on the learnings from JNNURM

    RAY proposes:

,   Flexibility to the states and ULBs to plan their pace of implementation and models for arranging  

    land,resources,housingand partnerships.

,    A ‘whole city’, ‘all slums’ “whole slum” approach

Slum is defined as “a compact settlement of at least 20 households (10-15 for North Eastern and Special Category States) with a    collection of poorly built tenements, mostly of temporary nature, crowded together usually with inadequate sanitary and drinking water facilities in unhygienic conditions” 

Phasing  of  the  Scheme :

,   RAY is proposed to be launched in two phases:

,   Phase I – covering innovative and pilot projects and initial set of cities ready with City –wide plans

,   Phase II – for the remaining period of the Twelfth Five Year Plan (2013-2017)

,   The selection of cities would be made by the States according to their aspirations and resource raising capacities (in

    consultation with the Centre)

,   About 250 cities, mainly Class I cities, are expected to be covered by the end of the 12th Five Year Plan.
